Huang Juequn (1879–1943), originally named Bingjie, also known as Junping, used the alias Rian. A native of Oujiang in Huangbu, Longchuan County, he was a pioneer of the workers' and peasants' revolution in Longchuan and the founder of the local Communist Party organization. In his early years, he worked in Guangzhou, where he joined the Socialist Youth League and later the Communist Party of China. In October 1925, he returned to Longchuan with the Second Eastern Expeditionary Army to lead workers and peasants in revolutionary struggles. Together with Zhang Chong’er, he worked as a special commissioner of the Kuomintang Guangdong Provincial Party Department to lead and advance the national revolutionary movement in Longchuan. In November of the same year, Huang Juequn, along with Huang Tianze, recruited Huang Richu, Yang Fusheng, Huang Hongliang, Huang Bolong, Deng Guozhang, Huang Ziqiang, Chen Zengyi, and Luo Yiru into the Communist Party of China. They established the Special Branch Committee of the Communist Party of China in Longchuan County (abbreviated as the Longchuan Special Branch) at the Dai Family Ancestral Hall in Longchuan County’s county seat, with Huang Juequn serving as the branch secretary, directly under the leadership of the Guangdong Provincial Committee of the CPC. In May 1926, the First Peasants' Congress of Longchuan County was held in the county seat (now Tuocheng), leading to the establishment of the County Peasants' Association, with Huang Juequn elected as its chairman. In March 1928, after the failure of the armed uprising in Heshi, he went into exile in Nanyang and made a living as a teacher. After the outbreak of the Pacific War, he returned to the revolutionary path, joining local revolutionary groups, mobilizing overseas Chinese laborers from Hakka regions to form guerrilla forces, and cooperating with the Allied forces to fight against Japanese invaders. He passed away in North Borneo in the autumn of 1943 (the 32nd year of the Republic of China) at the age of 64.

The former residence of Huang Juequn is located in Oujiang Village, Huangbu Town, Longchuan County, and is currently largely well-preserved.
