The site of the first county party congress after the re-establishment of the Party in Longchuan is located at Yu Jinwen’s house at Dushu Dam in Laolong Town, Longchuan County.

In late December 1938, Yin Linping, member of the Standing Committee of the Guangdong Provincial Party Committee and Secretary of the Military Commission, arrived in Laolong to guide work. After listening to the work report on Longchuan presented by Li Jianxing, head of the Organization Department of the County Provisional Party Committee, Yin presided over a meeting of the County Provisional Party Committee at Liantang Primary School, conveying the instructions of the Guangdong Provincial Party Committee. The County Provisional Party Committee was restructured into the County Party Committee, with Li Jianxing appointed as its secretary. In February of the following year, Li attended the Dongjiang Party Representatives Conference held in Guzhu, Zijin, representing the Longchuan County Party Committee. Upon returning to Laolong, he presided over the first Party Representatives Meeting after the re-establishment of the Party organization in Longchuan on February 24th at the upstairs of Yu Jinwen’s house at Dushu Dam, Liantang. Twelve Party representatives from various parts of the county attended the meeting. The main agenda included electing members of the Longchuan County Party Committee: Huang Cikuan was elected as the County Party Secretary, Zhang Fenglou as Head of the Organization Department, Wei Nanjin as Head of the Propaganda Department, Liu Ruchen as Head of the Youth Movement Department, Zhang Keming as — Minister, and Liu Chuncan and Yu Jinwen as members of the County Party Committee. Three decisions were made during the meeting: first, to strengthen the Party's leadership over anti-Japanese mass organizations; second, to organize Party member training classes to study the Party Constitution and enhance education on Party discipline; third, to develop the Party organization, especially actively recruiting Party members in blank areas. It was also announced that three district Party committees would be established: Laolong, Heshi, and Longmu. Liu Chuncan was appointed as Secretary of the Laolong District Party Committee, Fang Yunsheng as Secretary of the Heshi District Party Committee, and Wei Zeming as Secretary of the Longmu District Party Committee.

This Communist Party of China (CPC) Longchuan County Party Representatives Meeting was the first Party Congress after the re-establishment of the Party in Longchuan. After the meeting, the attending representatives returned to their respective areas and earnestly implemented the spirit of the County Party Congress and the decisions of the County Party Committee. From then on, the Party organization in Longchuan rapidly grew and expanded.

Laolong Town: Located in the southern part of Longchuan County, Laolong Town sits on the upper reaches of the Dongjiang River and serves as the political, economic, cultural, and transportation hub of the county. The town covers a total area of 15.4 square kilometers. The terrain is higher in the northeast and lower in the southwest, surrounded by mountains on three sides and bordering the Dongjiang River to the west.

Laolong has long been a center of commerce. Since June 1, 1949, it has been the seat of the county government. Legend has it that the top of Laolong Fort was a strategic stronghold used by Zhao Tuo during the Qin Dynasty to defend Longchuan. Originally called Laolong, it was renamed Laolong in the 27th year of the Qing Emperor Kangxi’s reign (1688).
