The former site of the Longchuan Special Branch of the CPC and the County Peasants' Association is located at the Dai Family Ancestral Hall on Baishou Street in Tuocheng Town, Longchuan County.

Dispatched by the Guangdong Provincial Committee of the CPC, in October 1925, Communist Party members such as Huang Juequn and Zeng Peilin, who returned to their hometown with the Second Eastern Expedition, along with over ten individuals including Kuomintang member Zhang Zhong’er, were ordered to stay in Longchuan County. Huang Juequn and Zhang Zhong’er, acting as special commissioners of the Guangdong Provincial Committee of the Kuomintang, were engaged in leading and developing the national revolutionary movement in Longchuan. Also returning with the Eastern Expedition army was Zou Shijun, who had been “a close classmate of Zhou Enlai during their time studying and working in France.” Appointed by Zhou Enlai, Zou returned as a special commissioner of the Social Affairs Department under the General Political Department of the Eastern Expedition Army to carry out workers' and peasants' movements in his hometown. In November of the same year, Huang Juequn and Huang Tianze recruited Huang Richu, Yang Fusheng, Huang Hongliang, Huang Bolong, Deng Guozhang, Huang Ziqiang, Chen Zengyi, and Luo Yiru into the Communist Party of China, and established the Special Branch Committee of the CPC in Longchuan County (referred to as the Longchuan Special Branch) at the Dai Family Ancestral Hall in the county seat, with Huang Juequn serving as the branch secretary, directly under the leadership of the Guangdong Provincial Committee of the CPC. After the establishment of the Longchuan Special Branch, a special branch of the Socialist Youth League was also set up, with Yang Fusheng as its secretary. In the same month, the First Congress of Kuomintang Party Members in Longchuan County was held in the county seat. The congress passed the establishment of the County Party Department, which shared office space with the Longchuan Special Branch at the Dai Family Ancestral Hall. Huang Juequn, Yang Fusheng, Huang Tianze (all Communist Party members), Li Yunshan, and Zhang Zhong’er were elected as executive committee members. Zhou Enlai, the Administrative Commissioner of the Dongjiang Administrative Affairs Office, appointed Zou Shijun and Luo Ruxiang as executive committee members, with Huang Juequn serving as a standing committee member. The heads of the Workers', Peasants', and Women's Departments were Yang Fusheng, Huang Tianze, and Luo Yiru, respectively. Under the leadership of a group of Communists including Huang Juequn, the workers' and peasants' revolutionary movement quickly spread across the county.

In May 1926, the First Peasants' Congress of Longchuan County was held in the county seat (now Tuocheng), establishing the County Peasants' Association, with Huang Juequn elected as the chairman. During the Great Revolution period, the Longchuan Special Branch of the CPC and the County Peasants' Association actively promoted the peasant movement in Longchuan, gaining prominence in the Dongjiang region. The Dai Family Ancestral Hall served as the office location for both organizations.

In September 1986, it was designated as a key cultural relics protection unit by the Longchuan County Government.
