The former site of the Yangtze River Bureau of the CPC Central Committee and Hubei Provincial Party Committee is a Wuhan municipal cultural relics protection unit and a classic red tourism destination.
The former site of the Yangtze River Bureau of the CPC Central Committee and Hubei Provincial Party Committee is located at No. 12 Luojia Mountain Street (formerly Luojia Tablet Road), Jiang’an District, Wuhan.
After the July 15 Coup in 1927, Wuhan was enveloped in an atmosphere of suppression, and all levels of the Chinese Communist Party’s organizations and their revolutionary activities were forced entirely underground. The Hubei Provincial Party Committee of the CPC secretly moved to No. 12 Luojia Tablet Road to continue the revolutionary struggle. In late September 1927, the CPC Central Committee decided to relocate its central offices back to Shanghai while establishing the Yangtze River Bureau to oversee the work of party committees in Hunan, Hubei, Henan, Sichuan, Anhui, and Shaanxi. Luo Yinong was appointed Secretary, with Chen Qiaonian, Ren Xu, and Liu Changqun serving as Standing Committee members. Most members of the Yangtze River Bureau were also leading figures of the Hubei Provincial Party Committee. For operational convenience, both offices were situated at No. 12 Luojia Tablet Road. Mao Zedong, Luo Zhanglong, Wang Yifei, Li Weihan, and others once lived here, and some Central Committee members who came to Wuhan from other areas also stayed here briefly. Luo Yinong, Chen Qiaonian, and others also departed from this location to attend the August 7th Meeting. After the meeting, the Hubei Provincial Party Committee drafted the “Hubei Autumn Harvest Uprising Plan,” dispatching over 370 party cadres to various locations to disseminate and implement the spirit of the August 7th Meeting and initiate the Autumn Harvest Uprisings. The Hubei Provincial Party Committee also made great efforts to reorganize and restore party organizations at all levels, re-engaging party members who had left or lost contact with the organization, and organizing them to participate in strike actions. These measures led to the development of party organizations in the Wuhan area and strengthened the resolve of party members and the public in their struggle.
After its establishment, the Yangtze River Bureau of the CPC Central Committee became the command center for revolutionary struggles across eight provinces including Hunan and Hubei. From there, it issued many important directives to the provinces under its jurisdiction, disseminated and implemented the spirit of the August 7th Meeting, and guided local party organizations in reorganization, launching the Autumn Harvest Uprisings, conducting armed struggle, and advancing the agrarian revolution. By the end of 1927, the Yangtze River Bureau was dissolved, and Luo Yinong and others were subsequently reassigned from Hubei.
The former site of the Yangtze River Bureau of the CPC Central Committee and Hubei Provincial Party Committee was designated as a Wuhan Municipal Cultural Relics Protection Unit by the Wuhan Municipal People’s Government in April 1983.
