In July 1931, after the establishment of the E-Yu-Wan Provincial Soviet Government, a Communications Committee was set up. Within the Communications Committee was the Red Postal and Telecommunications Bureau, and Red Postal and Telecommunications Bureaus or branch offices were established in the Northwestern Wan Special District and various counties in the border region. The provincial Red Postal and Telecommunications Bureau issued stamps. Except for the provincial trunk line between Northwestern Wan and the E-Yu Border Region, which was destroyed and cut off by the enemy, postal routes within the Soviet area remained largely operational.
