The Qin Kouhe Water Conservancy Scenic Area is a national water conservancy scenic area.

The Qin Kouhe National Water Conservancy Scenic Area is located in the western part of Zhanhua County, known as the hometown of winter jujube in China. Covering a total area of 4 square kilometers, with a water area of 1.2 square kilometers, the scenic area currently includes a national AAA-level tourist attraction and a national agricultural tourism demonstration site. Built around water bodies such as the Qin Kouhe and Goupan rivers, along with abundant green ecological winter jujube orchards, it is renowned for its picturesque riverside scenery and lush green winter jujube gardens. Following the development philosophy of "shaping with ecology and enriching with culture," the area has excavated and organized its cultural resources, forming a comprehensive system of local and regional cultures centered on winter jujube culture. The Ecological Tourism Park, Winter Jujube Standardized Production Park, Tourism Function Service Area, Wetland Sightseeing Area, Qin Kouyun Park, Qinwangtai Cultural Scenic Area, and Riverside Landscape Belt form an integrated whole. A series of humanistic and ecological attractions have been successively built, including the Magpie Bridge, Immortal Fruit Mountain, Waterfall, Green Corridor, Waterwheel, Windmill, Dragon Head Spring, Winter Jujube Culture Corridor, Scenic Area Cultural Street, and Riverside Landscape Belt, making the region a comprehensive water conservancy scenic area that combines tourism, fruit picking, entertainment, sightseeing, and the experience of water conservancy culture, winter jujube culture, and local culture.

Major attractions include the Ecological Tourism Park, Qin Kouyun Ecological Theme Park, Riverside Landscape Belt, Jujube Township Pedestrian Street, and Baoli Mall, collectively forming the “One Line and Four Zones” – five major sections.

After more than three years of development and construction, the scenic area has basically formed an ecological tourism route centered on riverside culture and winter jujube culture, comprising three main parts: the Xiawa Ecological Tourism Park, Qin Kouyun Ecological Theme Park, and Riverside Landscape Belt. The scenic area features densely distributed, colorful, distinctive, and diverse attractions, including four major functional zones: the Qin Kouyun Cultural Zone, Riverside Entertainment Zone, Leisure Experience Zone, and New Countryside Tourist Zone, making it especially suitable for leisure, sightseeing, and vacation tourism. Visitors can fully enjoy the fresh natural landscape, superior ecological environment, unique fruit-picking experiences, and rich cultural heritage. Currently, the scenic area has established a comprehensive one-day land-and-water tour model integrating “eating, accommodation, entertainment, sightseeing, shopping, and fun.”

To build the scenic area into a top-tier domestic water culture tourism destination, the Zhanhua County Party Committee and County Government specifically established a development and management organization, forming a scenic area work office jointly composed of water authorities, tourism departments, and local government. The office currently has over 20 management personnel. The scenic area management staff are highly qualified, with a well-organized internal structure and comprehensive regulations. The area offers high-quality tourism services, with safe and innovative facilities, hygienic standards, sound management systems, effective operational mechanisms, a distinct visual identity, and a professional staff image, all contributing to a pleasant environmental atmosphere. In terms of operational mechanisms, the area adopts methods of multi-level funding, market operation, and public bidding to ensure sufficient capital for construction and maintenance, comprehensive development safeguards, and continuous enhancement of infrastructure and supporting service facilities. It also continuously explores and utilizes ecological riverways and rural cultural resources, ensuring the harmonious unity of functional zones rich in local cultural character—such as riverside entertainment, leisure experience, new countryside tours, and historical culture immersion. Combined with winter jujube garden sightseeing, winter jujube picking, specialty food tasting, jujube township culture appreciation, and agritainment experiences, the area continuously launches distinctive cultural tourism products, allowing visitors to truly enjoy an intimate, eco-harmonious, and thoughtfully curated tourism and leisure experience.
