Introduction
Starting from the age of 40, in addition to teaching disciples, Mencius began to engage with political figures from various states, traveling among the feudal lords to promote his philosophical doctrines and political ideals. The core of Mencius’s political thought was “benevolent governance” (仁政), a doctrine that inherited and expanded upon Confucius’s philosophy of “benevolence” (仁). Confucius’s concept of “benevolence” was an extremely broad ethical and moral principle, whose most fundamental spirit was “to love others.” Building upon Confucius’s idea of “benevolence,” Mencius developed it into a comprehensive governance framework encompassing ideology, politics, economy, culture, and more — this became known as “benevolent governance.” The basic spirit of “benevolent governance” also involves deep compassion and care for the people.
Mencius’s “benevolent governance” advocated “putting the people first” in politics. He believed that for a state, “the people are the most important, the altars of the soil and grain come next, and the ruler is the least important.” He also said: if the ruler makes mistakes, his subjects may admonish him; if he refuses to heed repeated advice, they may overthrow him.

Mencius (circa 372–289 BCE), a thinker, politician, and educator of the Warring States period, was a representative figure of the Confucian School of Mencius and Xunzi. His given name was Ke, courtesy name Ziyu, and he was a native of Zou in the State of Lu (present-day southeastern Zoucheng, Shandong). He is regarded as the successor to Confucius’s teachings and is honored as the “Second Sage.”
It is said that Mencius was a descendant of the noble Mengsun clan of the State of Lu. Orphaned at a young age and raised in poverty, he studied under a disciple of Zisi.
