Beiyuantuan Provincial-Level Tourism Characteristic Village in Xizou Town

Beiyuantuan Village is located 12 kilometers southeast of Qufu City and falls under the jurisdiction of Xizou Town. Under the leadership of the Qufu Municipal Party Committee, the Municipal Government, and the Xizou Town Party Committee and Government, Beiyuantuan Village adheres to the development principles of "strengthening Party building, boosting the economy, prioritizing people's livelihood, and fostering a positive spirit." It thoroughly implements the spirit of relevant documents from higher authorities on new rural construction and ecological civilization, actively explores new pathways for balanced socioeconomic development, innovates mechanisms, and promotes new social norms. The village leads the town and even the entire city in areas such as infrastructure construction, increasing farmers’ income, environmental sanitation improvement, and spiritual civilization development. Beiyuantuan Village has been repeatedly recognized as a "Civilized Model Village" and an "Advanced Grassroots Party Organization" in Jining City, and has also received honors including "Provincial-Level Civilized Village," "Provincial-Level Demonstration Village for Open and Democratic Village Affairs Management," "Shandong Provincial Advanced Grassroots Party Organization," and "Shandong Provincial Tourism Characteristic Village."

Scientific Planning of the New Village In 2006, a new village was rebuilt on the original site with renewed planning. Alongside the hardening, greening, and lighting of streets, a specialized sanitation system unique to Beiyuantuan was implemented, creating a clean, orderly village appearance and a livable, work-friendly ecological environment for local residents.

Focusing on Strengthening the Village and Enriching the People Based on the treatment and reclamation of a thousand-acre riverside area along the Yi River, fast-growing forests were developed, along with understory breeding, forming a multi-layered and diversified development model for forestry and breeding industries. Vigorous efforts were made to encourage entrepreneurship among all villagers. With agricultural restructuring as the direction, strong support was given to planting and breeding industries, which became important sources of income growth for villagers. Meanwhile, large-scale investment attraction was carried out to provide job opportunities for residents.

Significantly Improving People’s Livelihood In 2008, an investment was made to build the JingTai Square, covering 10 acres and integrating leisure, entertainment, and fitness facilities. In 2011, a community service center and a high-standard Yuantuan Bathhouse were constructed. The village strongly promoted civilized and new social trends. Every year, activities such as the selection of "Five-Good Families," "Beauty, Cleanliness, Tidiness, and Elegance," and "Wealth-Creation Pioneers" are held to recognize exemplary households. A "Twenty-Four Filial Exemplars" cultural corridor was built to promote truth, kindness, and beauty, fostering a harmonious atmosphere.

The Provincial Party Committee Organization Department recommended Beiyuantuan Village as the only rural Party branch in the province for visitation and study by ten batches totaling 1,500 cadres at four levels from Kashgar Prefecture, Xinjiang. The village Party branch secretary, Zhang Dianzhuang, was awarded the honorary title of "QiLu Pioneer Communist Party Member" by the Shandong Provincial Party Committee. As the only representative of both advanced collectives and individuals honored in the province, he delivered a speech titled "Playing an Exemplary Role, Creating First-Class Achievements, and Contributing to the New Leap in Building a Strong Province in Economy and Culture" at the conference.
