The Former Site of the Municipal Administration Bureau of the Chinese Soviet Republic is located at Hongjing in Shazhoubay, Ruijin City.

In November 1931, the Communist Party of China established the first red political power in Chinese history—the Chinese Soviet Republic—in Ruijin. Revolutionary predecessors from the Ministry of Internal Affairs, represented by comrades such as Zeng Shan, He Shuheng, Liang Botai, and Qian Zhuangfei, fearlessly overcame hardships to pioneer the great cause of municipal construction in the Central Soviet Area, composing a glorious chapter of people’s governance leading urban and rural development.

Under the leadership of the Central Soviet Government, municipal construction workers started from scratch, overcame numerous difficulties, built facilities such as hospitals and schools, and carried out the construction and management of public infrastructure including water supply, roads, bridges, and street lighting. They made positive contributions to the development of the Central Soviet Area, the improvement of living conditions for both military and civilian populations, and the consolidation and growth of the red political power in the Soviet Area.

The spirit of “diligent work and selfless dedication” advocated by the municipal builders of the Central Soviet Area is always worthy of our study. The restoration of this site and its establishment as a national revolutionary tradition education base for the construction sector reflect the working experiences and great achievements of the older generation of proletarian revolutionaries in construction, as well as their lofty spirit and revolutionary deeds. It showcases the struggles of municipal construction in the Central Soviet Area and serves to strengthen revolutionary tradition education, enhance patriotic sentiment, and advance the reform and development of urban and rural construction. This holds significant practical importance.

To summarize the practical experience of municipal work under the red political power, uncover the glorious history of municipal efforts during the Soviet Area period, promote the fine revolutionary traditions of the Soviet Area, and protect revolutionary sites, the Ministry of Construction allocated special funds to restore the former site. Relevant departments from the Ministry of Construction, Jiangxi Province, and Ruijin City have also collected and organized a large amount of revolutionary historical material, which is displayed within the site.
