Former Site of the Judicial People's Commissariat of the Chinese Soviet Republic

The Central Judicial People's Commissariat was part of the "Nine Departments and One Bureau" of the then Soviet Central Government and was the earliest judicial administrative organ of our Party. It holds an important place in the history of China's legal system construction. At that time, the Central Judicial People's Commissariat had a Central Judicial Committee responsible for providing overall leadership to judicial organs; it also had a Criminal Division and a Civil Division, which were respectively in charge of matters such as local detention centers and reformatories (prisons); and a General Affairs Office that managed all affairs of the Judicial People's Commissariat. In the few short years after its establishment, during the arduous years of the revolutionary war in the 1930s, the Central Judicial People's Commissariat overcame numerous challenges such as a shortage of personnel, tight funding, poor conditions, and a complex struggle environment. It explored and innovated, carrying out a great deal of effective work in combating and punishing counter-revolutionary activities, reforming reactionary elements, promoting Soviet laws, enhancing the legal awareness of workers and peasants, advancing the institutionalization, standardization, and proceduralization of judicial administrative work, and fulfilling the judicial tasks set by the Soviet government. It played an important role in consolidating the newly established revolutionary regime, actively explored the establishment of the judicial administrative system of New China, and accumulated rich experience. Specifically, the Central Judicial People's Commissariat was responsible for establishing local courts at all levels in the Central Soviet Area, inspecting and guiding the judicial work of those courts, setting up trial systems and procedures, drafting laws and issuing decrees, leading and managing the work of labor reformatories, training judicial cadres, and conducting legal education and publicity.

The restoration of the former site of the Central Judicial People's Commissariat has been carried out based on preserving the original appearance of the site. As one of the important revolutionary historical sites in the Central Soviet Area, its restoration will further enrich the content of revolutionary tradition education, open up a new classroom for studying and researching the judicial system of the revolutionary base period, especially the judicial administrative system, and provide valuable spiritual wealth for promoting the revolutionary spirit of the Central Judicial People's Commissariat—fearless in the face of difficulties, hardworking, and bold in innovation—as well as for continuously improving the level of judicial administrative work.
