The site of the first Party branch in Haicheng County — the former site of Haicheng County No. 1 Senior Primary School — is located within Lianhua Middle School at No. 1 Nanyuan Road, Haicheng Town, Longhai City.

In November 1926, Zhong Shengdao, a student Party member from Jimei Normal School, returned to teach at Haicheng County No. 1 Senior Primary School, where he actively carried out Party activities and recruited new members. In the same month, the CPC Haicheng Branch was established, with Zhong Shengdao serving as its secretary. The branch conducted its activities at Haicheng County No. 1 Senior Primary School and Yuexi Shop. The Haicheng Branch was under the jurisdiction of the CPC Xiamen Special Branch, with over ten Party members, making it the earliest CPC organization in Haicheng County (now Longhai City).
