Located on Bangliao Mountain in Yilu Village, Nansheng Town, Pinghe County, it is a second batch provincial-level cultural relics protection unit and a base for Party history education. In April 1934, to support the Fifth Counter-Encirclement Campaign of the Central Soviet Area, the Central Committee of the Communist Party of China decided to establish the Min-Guang Border Special Committee, “to wage fierce guerrilla warfare in the enemy’s rear and flanks, in coordination with the Central Soviet Area’s efforts to crush the enemy’s fifth ‘encirclement and suppression’ campaign and to protect the Central Soviet Area.” The Central Committee appointed Huang Huicong, who attended the Fifth Plenary Session of the Sixth CPC Central Committee and the Second National Congress of Soviets, as the Secretary of the Special Committee, to form the Min-Guang Border Special Committee of the Communist Party of China. In August, the Min-Guang Border Special Committee was officially established on Bangliao Mountain in Pinghe County, under the direct leadership of the Central Committee. Huang Huicong served as Secretary, with committee members including He Ming, He Jun, Lin Lu, Xu Qiwu, Yu Dingren, Xie Zhuoyuan, and Zhang Huayun. The armed forces under the Special Committee included the Red Third Regiment of Southern Fujian, the Raohe-Pu-Zhao Guerrilla Unit, the Red Third Brigade of Chaozhou, Chenghai, and Raoping, and the Special Task Brigade of Chaozhou, Chenghai, and Raoping. The red areas under its jurisdiction comprised the Raohe-Pu-Zhao Soviet Area, the Jinghe-Pu Soviet Area, and the Chaocheng-Raoping guerrilla base. Under the strong leadership of the Min-Guang Border Special Committee of the Communist Party of China, the Min-Guang Border Revolutionary Base became an important strategic stronghold and base area in southern China during the three-year guerrilla war period. The site has restored the scene of the establishment of the Min-Guang Border Special Committee, along with over 30 images and photos reflecting the construction of the Soviet regime and the development of the armed forces under its jurisdiction.

Yilu Village: Yilu Village is located in the southeastern part of Nansheng Town, covering an area of 21.7 square kilometers. It currently has 1,878 mu of arable land and 30,672 mu of mountainous land. The village administers 18 villager groups, with 1,007 households and a population of 3,412. The area enjoys over 330 frost-free days per year, an average annual temperature of 21.1 degrees Celsius, an average annual rainfall of 1,663 millimeters, and an average annual solar radiation total of 124.73 kcal/cm².
