Xiaoyu Garden is located in Bidong Group, Bishan Village, Biyang Town, and dates back to the Republican era.

Bishan Village: Bishan Village is situated to the north of Biyang Town. It was formed in 2008 through the merger of the former Baidong and Baixi villages. The village administers 21 villager groups, with a population of over 2,900. In January 2009, a Party General Branch was established, under which there are three Party Branches: the Bishan Village Thousand-Mu Mulberry Garden Demonstration Base Party Branch, the Silkworm Breeding Base Party Branch, and the Senior Citizens Association Party Branch. There are a total of 8 Party groups and 128 Party members. The local industries include sericulture and mulberry cultivation, broiler chicken farming, high-quality tea production, and various types of processing industries.
