Originally constructed in 1923, prior to liberation it was the home of Liu Guanxiong, the first Minister of the Navy, and his son. After the establishment of the People’s Republic, it was taken over by the Tianjin Municipal People's Government and used by Tianjin No. 22 Middle School, and is now occupied by a branch of Tianjin University of Finance and Economics. Covering an area of 9.190 municipal mu, it is a European-style brick-and-wood structure with a basement, consisting of three buildings: the central building, the western building, and the northern building. The central building resembles the superstructure of an aircraft carrier, the western building a cruiser, and the northern building like a telescope.
