The former site of Zhongzheng Library is located on the mountainside south of Zhongshan Park in Jinping Subdistrict, Fenghua City. It was jointly funded and built in 1925 by local gentry such as Zhu Shoumei from the county, and completed in 1928. Upon its initial completion, it served as the Fenghua County Library. After 1930, the board of directors decided to rename it “Zhongzheng Library.” Following the victory in the War of Resistance against Japan, due to the building being severely damaged by the Japanese invaders, the Fenghua County Council organized a “Renovation Committee” to raise funds for major repairs. After the founding of the People’s Republic of China, it was taken over by the people’s government and renamed the “People’s Library.” In July 1950, it was transferred to the management of the People’s Cultural Center. In 1984, when the Cultural Relics Management Committee Office became an independent entity, the former site of Zhongzheng Library was used as office space and a collection storage area for the cultural relics management department. In 2003, it was designated as a Fenghua Municipal Cultural Relics Protection Site. In 2004, the Municipal Cultural Relics Protection Office moved from the site to No. 56 Tiyuchang Road. In 2007, it was announced as a municipal-level cultural relics protection unit of Fenghua.

The former site of Zhongzheng Library covers an area of 680 square meters. Its main building is a three-bay, three-story structure in a Western-style imitation design (with five small auxiliary rooms on the west side). The front façade features a Roman-style dome, and each floor has a front porch with ornate floral-columned balconies in the Tuscan order. The entire building has a rational layout, solemn structure, and delicate ornamentation. It is one of the typical examples of Western architectural influence in China during the 1920s, as well as physical evidence of China's gradual opening up to the world following the May Fourth New Culture Movement.
