Ma Yinchu (1882–1982), courtesy name Yuanshan, was a native of Shengxian (now Shengzhou). He was an economist and educator. In his early years, he studied in the United States and returned to China in 1915. He once served as head of the Department of Economics and as Dean of Academic Affairs at Peking University, Dean of the College of Commerce at Chongqing University, and a high-ranking official in the Nationalist government. After the founding of the People’s Republic of China, he held positions such as Vice Director of the Financial and Economic Committee under the Government Administration Council of the Central People’s Government, Vice Chairman of the East China Military and Political Committee, Standing Committee Member of the First and Second National People’s Congresses, and Honorary President of the China Population Society. He made major contributions to China’s higher education, economics, and population theory research, and was especially renowned for his New Population Theory, which became the fundamental basis for China’s family planning policy.
Ma Yinchu passed away in Beijing in 1982. In accordance with his will, part of his ashes were taken back to his hometown of Shengzhou and buried next to the tomb of his mother, Lady Wang, in Xiawangshe Village.
