Former Site of the Fourth Expansion Meeting of the Central Kuocang County Committee of the CPC in Hesheng

The Former Site of the Fourth Expansion Meeting of the Central Kuocang County Committee of the CPC in Hesheng is a classic red tourism destination.

On April 25, 1949, the Central Kuocang County Committee of the CPC held its fourth expanded meeting on the upper floor of the central hall of the Pengdetang Grand House in Hesheng. The meeting announced the decision of the Southern Zhejiang Regional Committee of the CPC to rename the Kuocang Detachment as the Third Detachment of the Chinese People's Liberation Army Southern Zhejiang Guerrilla Column, and to reorganize and expand the troops.

After the meeting, the Third Detachment held an expansion assembly on the open ground by the creek at the north end of Hesheng Village. Qiu Qinghua announced the renaming of the Kuocang Detachment as the Third Detachment of the Chinese People's Liberation Army Southern Zhejiang Guerrilla Column, with Zhou Peizhen appointed as detachment commander, Qiu Qinghua (also serving) as political commissar, and Qiu Xueqing as head of the political department. The detachment consisted of three battalions, nine companies, and directly affiliated machine-gun and artillery companies, as well as a guard platoon.

On April 30, the Southern Zhejiang Regional Committee of the CPC and the Southern Zhejiang Guerrilla Column ordered the Third Detachment to immediately proceed to Zhou’ao and await further orders. Qiu Qinghua and Zhou Peizhen promptly made preparations for the advance on Wenzhou. The Central Kuocang County Committee of the CPC and the Kuocang Detachment stayed in Hesheng for over a week, during which many local residents joined the army, leading to continuous growth in troop numbers.

The Former Site of the Fourth Expansion Meeting of the Central Kuocang County Committee of the CPC in Hesheng is located in the Pengdetang Grand House in Hesheng Village, Hesheng Township, Yongjia County. It currently houses over ten households and is a traditional quadrangle-style ancient residence.
