Former Site of the Establishment of the Oubei County Committee of the Communist Party of China

The Former Site of the Establishment of the Oubei County Committee of the Communist Party of China is a classic red tourism attraction.

In early February 1942, Liu Ying was arrested at a secret liaison point in Wenzhou, the provincial committee’s office was compromised, and the situation became severe. In late February, Long Yue presided over an emergency meeting of the Standing Committee of the CPC Southern Zhejiang Special Committee in Meishan, Rui’an, to discuss how the committee should continue the struggle. The meeting decided to implement the policy of concealment and maintaining a lean force, and to continue holding rural revolutionary positions. To meet the needs of the struggle, the Special Committee decided to establish the Oubei County Committee of the Communist Party of China north of the Ou River in Yongjia County.

In March of the same year, the Oubei County Committee of the Communist Party of China was established in Cangpo Village, Yongjia. Hu Jing? served as secretary, Xu Shunxing as head of the Organization Department, and Xu Shoukao as head of the Propaganda Department, leading party organizations in five subordinate districts. Some of these organizations operated under a committee system — for example, Xu Shoukao as secretary of the Yantou District Committee and Xu Shunxing (later replaced by Jin Qiang) as secretary of the Fenglin District Committee; others operated under a special commissioner system — for instance, Zheng Jiuzhi (later replaced by Chen Shengchou) as special commissioner for the Shatou area, Guan Rong for the Bilian area, and Hu Guozhou for the Wushuniao Directly-Controlled District. The party organizations in the area south of the Ou River in Yongjia County (now Lucheng District, Ouhai District, and Longwan District) remained under the leadership of the Yongjia County Committee of the Communist Party of China.

The Former Site of the Establishment of the Oubei County Committee of the Communist Party of China is located at No. 30 Wenming East Street, Cangpo Village, Yantou Town. It is a two-story wooden house with five rooms, facing south, with the eastern two and a half rooms belonging to villager Li Chengdian. The Oubei County Committee was established on the upper floor of Li Chengdian’s house. Today, the side rooms of the site have been demolished and rebuilt, leaving only the left central room and the central hall.
