Xu Shaozhen (1861–1936), courtesy name Guqing, was originally from Qiantang, Zhejiang (now Hangzhou), but registered his household in Panyu, Guangdong. He received a traditional family education in his youth. In the 20th year of the Guangxu reign (1894), he passed the imperial examination as a juren (recommended man). He successively served as a staff member in the Guangxi provincial government office, an acting provincial judge in Jiangsu, and was later dispatched to Japan to study military affairs. In the 30th year of Guangxu (1904), he was appointed Chief of the Liangjiang Military Preparations Office, overseeing the training of the New Army. Later, he established the Ninth Town of Jiangnan and served as its Commander (equivalent to a division commander), stationed at Jiangning City. He was later appointed Commander-in-Chief of the Jiangnan Green Standard Army, while still retaining his role as Commander of the Ninth Town, and concurrently served as the Jiangbei Military Governor.
