Completed in April 2006, it is a two-story antique-style building with a total investment of 5 million yuan, covering an area of over 1,500 square meters, including a construction area of 860 square meters and an exhibition area of 2,800 square meters. The memorial hall has nine exhibition rooms, displaying 582 precious photos and materials as well as 220 artifacts. The first floor focuses on showcasing the magnificent history of the revolutionary struggle of the people of Guannan from 1928 to 1949. The second floor highlights the revolutionary lives and outstanding achievements of Guannan’s distinguished representatives, such as the veterans Hui Yuyu and Zhou Hui.

Guannan is a veteran revolutionary base area where a total of 1,208 revolutionary martyrs are honored. In 2009, in accordance with the requirements of the provincial and municipal civil affairs bureaus, our county launched the “Martyrs’ Comfort Project,” consolidating the scattered martyr tombs that had been buried across the county for many years into the county martyrs’ cemetery. There were 531 scattered martyr tombs distributed across various towns in the county. The entire project built 514 martyr tombs and relocated the remains of 579 martyrs. Among them, there are 504 named martyr tombs (including Red Army martyrs), burying 504 individuals; and 10 unnamed martyr tombs, burying 75 individuals. Relocation agreements were signed with the families (relatives) of 504 martyrs and with 10 townships. The martyr tomb area is fully equipped with supporting facilities such as roads, landscaping, drainage, lighting, and surveillance. The martyr tombs are neatly arranged, novel, solemn, aesthetically pleasing, and rich in contemporary character.

The martyrs’ cemetery was awarded the title of “Jiangsu Provincial National Defense Education Base” by the Jiangsu National Defense Education Committee in September 2002. In November 2007, the Guannan People's Revolutionary Memorial Hall was rated as a “National AAA-level Tourist Scenic Area.” In December 2007, it was designated as a “Jiangsu Provincial Patriotic Education Base” by the Propaganda Department of the Jiangsu Provincial Committee of the Communist Party of China. In February 2009, it was recognized as the “Lianyungang Municipal Martyrs’ Memorial Building Protection Unit” by the Lianyungang Municipal Government. In December 2010, it was awarded the title of “Jiangsu Provincial Civil Affairs System Conduct Construction Demonstration Unit” by the provincial civil affairs department.

The scenic area consists of multiple sites, including the Guannan People's Revolutionary Memorial Hall, Heroes’ Square, the Revolutionary Martyrs Memorial Hall, the Martyrs’ Tomb of the Liberation of Xin’an Town, the Wu Shu Martyrs’ Memorial Pavilion, the Tang Shuhong Martyrs’ Memorial Pavilion, and the Martyrs’ Tomb Area (part of the Comfort Project). The area highlights red tourism features, while concepts and standards for ecological conservation, management services, and scenic development have improved year by year. Every year on Tomb-Sweeping Day, the county Party committee and government hold a grand commemorative meeting here to honor the revolutionary martyrs and promote the revolutionary spirit.
