Hubin Park in Suqian City was established in January 2008 and is managed by the Hubin New Town Management Committee of Suqian City, administratively belonging to Suqian City, Jiangsu Province. After years of development, it has transformed from an initial scenic area focused on the ecological lakeside bathing beach and the unspoiled scenery of Luoma Lake into a large-scale theme park with seven tourism functional zones that combine sightseeing, leisure, and experiences.

Initially, Hubin Park featured an ecological lakeside bathing beach and the pristine landscape of Luoma Lake, including a lakeside strip wetland park, the Sino-German Hamburg Resort, a fishing culture commercial street, lakeside specialty dining, beach entertainment facilities, and local product shopping areas — all set in a beautiful environment bustling with visitors. It later gradually incorporated lakeside cultural landscapes, eventually evolving into a scenic area centered around the Garden Expo Park that brings together natural beauty, cultural heritage, and experiential activities. It has now developed into a large-scale theme park with seven tourism functional zones integrating sightseeing, leisure, and experiences.

Currently, within and around the Garden Expo Park, there are two five-star hotels: Starry International Hotel and Venice Holiday Hotel. There are also leisure and entertainment destinations such as China Water City, Jiangsu Canal Culture City, and the Fishing Culture Commercial Street, as well as business and leisure clubs like the Sino-German Resort and the Water Affairs Reception Center. The area also hosts the Suqian International Conference Center. Supporting facilities are comprehensive and well-developed, encompassing a conference center, visitor center, shopping mall, bank branch, post office, health clinic, and tourist shuttle fleet. The site also integrates karaoke clubs, theaters, cultural squares, commercial streets, amusement parks, specialty dining, bars, and barbecue areas. Visitors can fully enjoy the pleasures of nature, relax and rejuvenate, savor delicious cuisine, and experience the thrill of modern amusements.
