The “First Tower on the Ussuri River” is situated along the Ussuri River on the China–Russia border, within the experimental zone of the Treasure Island Wetland National Nature Reserve at the Hutou Botanical Garden. Standing 55 meters tall with a floor area of 740 square meters, the tower has a steel-concrete structure and a glass curtain wall in a hemispherical shape. From high above, it looks like a radiant pearl embedded along the Ussuri River, shining brilliantly. As a landmark architectural attraction on the Heilongjiang border, the First Tower on the Ussuri River boasts rich internal resources and integrates multiple functions including forest and wetland fire prevention, wetland science education, wetland monitoring, tourism, and cultural leisure entertainment. It offers visitors the perfect vantage point and ideal elevation to appreciate the frontier scenery of Hulin. From the top, you can overlook the winding and picturesque Ussuri River flowing serenely, enjoy the magnificent and enchanting views of the natural wetland reserve, and take in the nearby exotic charm of Russia—all harmoniously interwoven into a scene where landscape, culture, and nature resonate in a beautiful melody of foreign allure, civilization, and natural beauty, leaving visitors feeling refreshed and delighted.

The tower was designed by the Mudanjiang Urban Planning and Design Institute in a modern European style. It stands 55 meters tall and is equipped with a fire watch platform, enclosed sightseeing hall, and outdoor viewing area at the top. Inside, there is a sightseeing elevator and evacuation routes. The base of the tower houses functional areas such as ticketing, rest areas, shopping, and public restrooms.
