The Soviet Red Army Martyrs' Monument on Xishan Hill at Sanchakou is located atop Xishan Hill in Sanchakou Village, Sanchakou Town, Dongning County, Mudanjiang City. In February 1945, the leaders of the United States, the United Kingdom, and the Soviet Union held a conference in Yalta, where the Soviet Union pledged to launch an offensive against Japan within 2–3 months after Germany’s surrender. In the early hours of August 9, 1945, Soviet forces entered the northeast and attacked Dongning, inflicting a devastating blow on the Japanese army. To commemorate the Soviet Red Army martyrs who fell in Dongning, the Soviet Army built this monument in November 1945. It stands 8 meters tall, with a front width of 0.8 meters and side widths of 0.8 meters. The structure is made of brick and covered with cement. The monument consists of four parts: 1) Base – shaped like a five-pointed star, with 20-meter diagonal spacing between points; 2) Steps – square-shaped, with 0.2-meter-high corner steps, a bottom layer measuring 3.05 meters long and wide, and an upper layer measuring 1.55 meters long and wide; 3) Inscription plaque – 1.10 meters tall, 0.90 meters long and wide; 4) Main body – approximately 3 meters high, with a missing five-pointed star at the top. The site occupies 660 square meters of mountain land and has a built-up area of 82.4 square meters. Inscriptions include: North side: "Glory to the Russian People" (in Russian); East side: "Glory to Stalin!"
