The Changchun City Planning Exhibition Hall has a total site area of 73,950 square meters, with a total construction area of 54,269 square meters, comprising the Planning Exhibition Hall, Museum, administrative offices, and an affiliated restaurant. The Planning Exhibition Hall has a total construction area of 21,455 square meters, including 17,787 square meters above ground and 3,668 square meters underground. It consists of three floors above ground and one underground level, with building heights ranging from approximately 20 meters at the lowest to about 30 meters at the highest. The upper floors house exhibition spaces, VIP areas, reception zones, and service facilities for the Planning Exhibition Hall.

Structural system of the Changchun City Planning Exhibition Hall and Museum project: the main structure is reinforced concrete frame, with some parts using steel-reinforced concrete. The roof features a steel truss structure, with a metal roofing material, while the exterior consists of a diagrid irregular steel structure combined with a curtain wall system. The total construction site area is 73,950 square meters, the building footprint is 11,310 square meters, the total construction area is 57,000 square meters, the building density is 15.4%, the green space ratio is 40%, and the floor area ratio is 0.7.

The project was designed by the China Architecture Design & Research Group, adopting the urban design concept of “Flowing Green City,” and is defined as the “‘City Flower’ Blooming in the Flowing Green City.” The goal is to achieve a perfect integration of form and content. Its gracefully rounded design complements the Government Building of Changchun, and once completed, it will become a landmark structure in the city.

The Changchun City Planning Exhibition Hall is located at the southwest corner of the Changchun Municipal Government. It faces Renmin Avenue to the east, Shi Fu Nan Road (Yi'er Road) to the north, and Shi Fu Xi Road (Yi Road) to the west.
