In accordance with the construction standards of Class-A cultural centers set by the National Ministry of Culture and the specific requirements of the provincial and municipal cultural authorities, the Faku County Cultural Center began site selection and groundbreaking at Donghu in August 2011. After three years of construction, it was completed and put into use in June 2014.

The new cultural center has a practical area of 4,313 square meters, four times the size of the original 1,183-square-meter building, and its public cultural service facilities all meet the standards of a national Class-A cultural center. The center currently has 19 authorized staff positions, 16 employees on duty, 14 staff members actively working, and 2 on secondment. Among them, 13 staff members hold associate degrees or higher, there is 1 junior-level professional, 10 intermediate-level professionals, 3 senior-level professionals, 1 nationally recognized “Mass Culture Star,” 1 national second-class writer, 8 retired staff members, and 4 temporary workers. The center operates 12 public cultural activity departments, including the Arts Department, Mass Cultural Activities Department, Creative Writing Department, Research Department, Fine Arts Department, Photography Department, Archives Room, Office, Accounting Room, Director’s Office, Deputy Director’s Office, and Cultural Volunteers Activity Room. It also features over 10 public cultural venues such as a choir hall, lecture hall, exhibition hall, broadcasting studio, music hall, intangible cultural heritage (ICH) activity hall, rehearsal rooms, recording studios, violin research room, and landscape painting research room, as well as a 500-square-meter small theater.

The cultural center boasts a high-caliber team of public cultural officers. The 14 staff members on duty are fully responsible for the functions of all public cultural departments and venues, and they also provide specific guidance to 20 branded mass cultural activity teams managed by the center, which operate on a rotating basis within the venue around the clock. This has led to a rich and diverse array of mass cultural activities across Faku County. The center-run cultural teams rank first in number and activity level throughout the city. The center organizes various cultural events such as Art for the People programs, the Donghu Summer Cultural Festival, choral music seasons, and the “Faku Girls” Square Dance Competition. In recent years, closely aligned with the county and municipal government’s key initiative to establish Faku as the “Hometown of Football, Hometown of Landscape Painting, and Hometown of Violin,” the center has focused on identifying and nurturing professionals in landscape painting and violin. It has established the Faku County Landscape Painting Research Association and the Violin Teaching Research Association. In March 2015, the “Fine Arts News · Faku Landscape Painting Creation Base” and the “China Conservatory of Music — Liaoning Faku Ethnic Music Research and Teaching Practice Base” were officially established at the Faku County Cultural Center, providing professional support for the development of the county’s “Three Hometowns.” The center actively organizes training sessions in landscape painting and violin, hosting events such as violin square concerts, landscape painting competitions for primary and secondary school students, landscape painting exhibitions by farmers in Faku Town, and the “Lucid Waters and Lush Mountains, Beautiful Faku” landscape painting exhibition. These efforts have gradually promoted, popularized, and elevated the arts of violin and landscape painting across the county, establishing them as distinctive cultural brands of Faku.
