Faku County Library in Shenyang City was officially named “Shengshan Library” by the county Party committee and government in 2013. It is located in the central area of Donghu New Town in Faku County, south of Baihe Avenue that runs through Donghu New Town, just across the street from the new government office building. With a prime location and convenient transportation, it is only 1 kilometer from the highway entrance and 0.3 kilometers from the ring road. The library faces “Happy Plaza” to the east and looks across the lake at “987 Plaza”. Together with the “Ling Shui Cultural Center”, “Baihe Grand Theatre”, “Gymnasium”, “Tennis Stadium”, “Children’s Palace”, “Faku TV Station”, and “Women and Children’s Center”, it forms the cultural, sports and media center of Faku County.

The Faku County Library has a construction area of 5,200 square meters with a frame structure. Its service facilities include a fully open adult book stack area of 500 square meters housing 80,000 volumes; a fully open reading room of 650 square meters with 360 seats; an electronic reading room of 120 square meters with 40 seats; a disabled readers' reading room of 120 square meters with 50 seats; a children's book stack and reading room of 500 square meters with 120 seats and 20,000 volumes.

Designed and constructed entirely in accordance with the national first-class county-level library standards, Faku County Library features a human-centered layout. Its highlights include an accessible reading room for the disabled, a garden-style reading room, and study rooms. The entire service is fully open, adhering to the philosophy of “Readers First, Service Foremost”, and remains open 360 days a year. In addition to core services on-site, the library also emphasizes extended services. Currently, there are 7 library circulation stations, 16 community book houses, and 225 rural libraries. All circulation stations and rural libraries are managed by designated personnel who conduct regular visits, replace books, and provide professional guidance.

With the advancement of digital books, networked and automated services, Faku County Library is gradually transitioning from traditional to modern. The library website is under construction, where a vast electronic book database, the library’s mission, service philosophy, reader activities, and special home services for targeted groups will be presented online. Online borrowing and remote borrowing/returning are the next goals for Faku County Library.
