The Blue Print of Tainan is back—now transformed into a cultural and creative park, starting trial operations on the 12th

The beloved Blue Print has returned after two years’ absence. The First Judicial New Village (formerly a cluster of old judicial dormitories), located opposite Shin Kong Mitsukoshi’s Xintiandi branch in Tainan, has been revitalized over two years of restoration into the “Blueprint Cultural & Creative Park” (abbreviated as BCP), beginning trial operations on December 12.

To enhance the park’s appeal, Tainan City’s Bureau of Cultural Affairs specially invited architect Liu Kuo-chang to design a 3D Blue Print at the park entrance. Art creator Li Ming-dao was also commissioned to design the park mascot “BLUES.” Standing three feet tall, BLUES is primarily dressed in sailor blue with extra-long legs and LED-lit eyes that can continuously change expressions, drawing the attention of passersby and becoming a new landmark for Tainan tourism.

The park features three art spaces: “BCP Rooftop,” located on the second floor of the central plaza, and “BLUES 1 Gallery” and “BLUES 2 Gallery,” situated at the crossroads. A total of 24 cultural and creative units have moved in, including eight flagship outlets such as PAPA Cultural Creativity, No More Dorms, and Làn She, as well as 16 micro cultural studios such as White Horse Bookstore, Temperature Handcraft, and MUMU Cultural Creativity. Additionally, a mobile guide app has been launched, allowing visitors to access park introductions, event information, maps, and more. Users who download the app can also log in to interact with BLUES and take photos.
