The Yonglong Branch of Yong’an Elementary School in Luye Township, Taitung County, had lain desolate since its closure in 2007. Later, driven by the county government, it was transformed into the “Dream Factory for Those Who Want to Fly,” also known as the “Hot Air Balloon Base.” In addition to training professional hot air balloon pilots, it has expanded to include related aerial activities such as paragliding and ultralight aircraft, striving to become a full-fledged “flight school” while also boosting the local tourism industry.

The “Dream Factory for Those Who Want to Fly” is a repurposing project by Taitung County Government, transforming an abandoned elementary school into the nation’s first specialized training center for aerial activities and environmental education experiences. This rejuvenation of a previously unused campus into a factory for flight dreams gives many people who are passionate about “flying” the chance to realize their aspirations. Several professional hot air balloon pilots have been trained here, some of whom have even flown internationally and obtained licenses in the United States, showcasing Taiwan’s emerging hot air balloon talent to the world.

Hot air balloons have broken through domestic airspace restrictions, seen as heralding a new era for aerial activities in Taiwan and establishing Taitung as a key destination for flight tourism. Visitors can experience the unique journey of aerial sightseeing across the longitudinal valley.
