Octave Water Park recently rented its venue to Rainbow Party, organized by Rebo International Integrated Marketing, when a suspected dust explosion on the stage caused a major accident. Following New Taipei City Government’s order for an indefinite closure, the Ministry of Transportation and Communications’ Tourism Bureau has also changed its initial penalty of a NT$50,000 fine to an order for closure.

In recent years, Color Play Asia, the colorful party, has become extremely popular among young people. It claims to be Asia’s largest colorful party, with its original concept derived from India’s “Holi Festival,” one of India’s three major festivals, celebrated around the full moon in March each year. To celebrate the departure of the colorless winter, the vibrant colors of Holi represent the arrival of spring with blooming flowers, hence the festival is also known as the Spring Festival, a joyous celebration.

The first Color Play Asia colorful party event was held in September 2013 at Kaohsiung’s Sizihwan, followed by another event in 2014 at Octave Water Park, attracting tens of thousands of participants. Although it was promoted that the colored powder used is edible cornstarch, which is environmentally harmless and passed environmental assessments, this year it still led to a dust explosion accident. On June 27, Octave Coast rented its water park venue to Rebo International Integrated Marketing to host the Color Play Asia colorful party. It is suspected that a large amount of dust caused an explosion on the stage, resulting in hundreds of tourists suffering burns. Currently, the New Taipei City Government and the Tourism Bureau have set up an emergency response team to assist with the investigation of the injured and related insurance compensation matters. This incident is considered a major fire safety and public security event. In the aftermath, the Tourism Bureau, in accordance with the “Development of Tourism Act,” ordered the Octave Shore Water Park to cease operations and undergo investigation. In the future, the use of colored powder in any public events across Taiwan is prohibited until its safety is confirmed.
