Buying cigarettes at airport duty-free shops is a common habit for many travelers and a primary way for Taiwanese to purchase cheaper tobacco products. But this habit of buying duty-free cigarettes as gifts may soon change. Recently, the Executive Yuan convened an interdepartmental “Tobacco Hazards Prevention and Control Strategy Advancement Working Group Meeting” to discuss strict limitations on the sale of tobacco products at duty-free shops, including potentially canceling duty-free cigarettes at airports or tobacco tax exemptions, and reducing the allowable quantity of imported cigarettes to 19 sticks. A standard pack contains 20 sticks, meaning this restriction would effectively ban bringing in even a single full pack.

Currently, each traveler is allowed to bring in 200 cigarettes (one carton). Purchasing duty-free cigarettes at the airport can save a significant amount of money, so many travelers buy them either on behalf of others or specifically upon arrival. This “Tobacco Hazards Prevention and Control Strategy Advancement Working Group Meeting” gathered relevant experts, scholars, and representatives from 17 government departments. The meeting focused on discussing “canceling duty-free tobacco products” and “strictly limiting the quantity of tobacco products travelers can bring in.” A consensus was reached recommending that the Ministry of Finance cancel duty-free tobacco sales. Relevant regulatory revisions still require further discussion and legislative amendments before implementation.
