With no other buildings nearby, the 17-meter-tall High Heel Chapel is highly visible. It is about 11 meters wide, primarily structured with 1,269 steel frames and covered with approximately 320 glass panels, making for a very eye-catching design. The construction cost was NT$23.17 million. Its concept was inspired by women in northern Chiayi who once suffered from blackfoot disease and dreamed of wearing high heels. However, there is currently no related explanation inside the chapel. Locals have noted that the structure does not yet connect well with the local cultural context, leading to some negative criticism.

The High Heel Chapel is expected to open in early February and is likely to become a popular attraction during the Lunar New Year holiday. The South Cloud, South Tainan Coastal Scenic Area urges visitors not to enter restricted areas or violate regulations, and to pay attention to safety. Those visiting recently can take photos from a distance.
