Future travelers planning to visit Japan should take note: The Japanese Senate has passed the International Tourists Tax Act. Starting January 7, 2019, all passengers departing from Japanese airports or ports—whether Japanese or foreigners—will be required to pay a ¥1,000 (approximately NT$280) "departure tax," but three types of individuals are exempt.

From now on, all passengers departing from Japan will have the ¥1,000 departure tax included in their airfare or ferry ticket prices. However, three groups of people do not need to pay this tax, including:Crew members,Transfer passengersandChildren under the age of 2.

The purpose of introducing the departure tax is for the Japanese government to secure additional national treasury revenue, promote Japan’s tourism information overseas, enhance Japan’s appeal, and improve tourism facility resources—all in pursuit of Japan’s goal to attract 40 million foreign visitors by 2020.

The Japanese government also estimates that this policy will generate an annual fiscal revenue of ¥40 billion for local areas. The increased revenue will be used for promoting local tourism information, enhancing Japan’s appeal, improving the satisfaction of experiential tourism, upgrading facility resources, and providing travelers with a comfortable travel environment.
