The “2018 Taipei Riverside Music Festival” was held enthusiastically at Yanping Riverside Park from August 17 to 19. On the evening of August 18 (Saturday), the fireworks show featured a first-ever combination with water screen projections. To ensure the smooth progress of the event, as well as traffic flow and public safety, vehicle access to water gates 1 to 6 along the Tamsui River and all off-levee parking lots (spaces) were restricted on August 18 and 19. Traffic control measures were implemented on surrounding urban roads that evening, with some bus routes rerouted and stops canceled, and related roadside parking spaces also removed.

Water Gate Control
As the main event area was located between Water Gates 3 and 5 along Yanping Riverside Park (between Dan 3 and Dan 5), starting at 6:00 am on August 18, vehicles were only allowed to exit but not enter Water Gates 3 to 5. From 4:30 pm on August 18 to 11:00 pm on August 19, all vehicle access in and out of these water gates was completely restricted, except for motorcycles which were permitted to use the off-levee path from Water Gate 3 to Water Gate 1 starting at 11:00 pm on August 18. To facilitate the smooth running of the event on August 18, from 4:30 pm to 11:00 pm, vehicle access to Water Gates 1 to 6 was restricted. On August 18 and 19, Water Gate 4 was closed to all personnel and vehicles from 5:00 pm onward as an emergency access route.

Road Traffic Control in the Vicinity
Starting at 6:00 pm on August 18, phased traffic control measures were implemented on roads around Dadaocheng Wharf. The controlled area extended south to Zhongxiao West Road (from Tacheng Street to Huandao North Road), north to Liangzhou Street (from Huandao North Road to Yanping North Road), east to Yanping North Road–Tacheng Street (excluding Yanping North Road and Tacheng Street), and west to Huandao South and North Roads (including both roads). Control points were set up at the intersections of Chongqing North Road & Minsheng West Road, Chongqing North Road & Nanjing West Road, Chongqing North Road & Chang’an West Road, and Yanping North Road & Civic Boulevard, where vehicles were prohibited from heading west. Additional control points were placed at Xining South Road & Zhongxiao West Road, and Huandao South Road & Zhongxiao West Road, where vehicles were prohibited from heading north.

On the Civic Expressway, vehicles traveling eastbound to westbound were not allowed to exit via the Huandao North Road ramp; drivers were advised to exit earlier or continue over Zhongxiao Bridge. Starting at 8:40 pm, a control point was established at Chengde Road & Minsheng West Road, where westbound vehicles were not permitted. During the event, enhanced enforcement against illegal parking was carried out on Zhongxing Bridge, Zhongxiao Bridge, Taipei Bridge, and the Huandao Expressway (including New Taipei sections) and surrounding roads. Vehicles moving slowly or loitering were directed to leave. To avoid congestion, drivers were advised to avoid using Zhongxiao Bridge and Taipei Bridge between 8:00 pm and 9:00 pm.

Bicycle Control
To ensure the safety of cyclists and pedestrians, cycling within the event area was prohibited from 12:00 pm on August 16 to 6:00 pm on August 20, including during stage setup and dismantling. Bicycles must be walked instead. In addition, bicycle access was restricted starting at 4:30 pm on August 18 at the entrances/exits of Water Gates 1 to 6 (including the Dan 5–1 evacuation gate), the approach road of the riverside park under Taipei Bridge, and the Dunhuang Landscape Platform.

Parking Lot and Parking Space Cancellations
Regarding off-levee and surrounding road parking controls: Off-levee parking areas between Water Gates 3 and 5 were cleared from 6:00 am on August 18 to 11:00 pm on August 19. Off-levee roadside parking spaces were canceled during the same period. Southside roadside parking spaces along Minsheng West Road (from Yanping North Road to Chongqing North Road) and Chang’an West Road (from Yanping North Road to Chongqing North Road), as well as westside roadside parking spaces along Chongqing North Road (from Minquan West Road to Zhongxiao West Road), were canceled from 12:00 pm to 11:00 pm on August 18, along with holiday yellow-line parking. Holiday yellow-line parking along Minsheng West Road (from Huandao North Road to Chongqing North Road) and Yanping North Road (from Minquan West Road to Zhongxiao West Road) was also canceled from 12:00 pm to 11:00 pm on August 18.
