To welcome the Taichung World Flora Exposition, the Tuen District Cultural and Artistic Center in Taichung set up the "Wind & Flower – The Flow of Artistic Colors" installation art exhibition in the outdoor square, combining painted windmills, artistic installations, and audience participation, using various themes paired with day and night transitions to showcase the vibrant colors of both the windmills and the flower expo.

Painted by elementary school students from four schools in Taichung’s Tuen District, community residents, and volunteers, over a thousand hand-painted windmills adorn the center’s outdoor open-air theater. Under the blue sky and green surroundings, the multicolored windmill blades gently rotate with the breeze, offering a soothing charm surrounded by these artistic creations.

The "Wind & Flower – The Flow of Artistic Colors" installation art exhibition takes windmills as its inspiration, incorporating various materials and forms, along with elements of music, drama, and dance. The "Wind & Flower" installation art consists of 10 themed zones: Artistic Flow, Four-Color Fantasy, Literary Palette, Colorful Dance & Music, Windflower Corridor, Starlight Floral Whispers, Rotating Floral Wall, Painted Windmills, The Gentle Princess in the Breeze, and Total Carefree Joy, presenting various artistic concepts of windmill installations.
