If you're planning to travel to the U.S. soon, you’ll need to start preparing much earlier.
Recently, the U.S. Embassy in China introduced new regulations stipulating that all submission materials for Chinese mainland tourists must now be mailed to the U.S. Consulate General in Guangzhou for approval. Other consulates will no longer handle submission-based visa approvals.
This means that processing times for some U.S. travel visas may be extended during peak demand periods.
Industry insiders estimate that under normal circumstances, the visa processing time will increase from 1-2 weeks to around one month.
Processing times will be extended
The biggest change in these new regulations is that the previously submission-eligible approvals handled in consular districts such as Beijing, Shanghai, Shenyang, and Chengdu have all been moved to the Guangzhou consular district, affecting the subsequent travel procedures of residents in many cities.
“This adjustment to the ‘submission’ policy mainly applies to applicants renewing their U.S. visas. First-time travelers to the U.S. are unlikely to be significantly affected by the new rules,” said Zhu Gang, head of the U.S. travel line at Hangzhou Overseas Travel Agency.
“Generally speaking, in our Jiangsu-Zhejiang-Shanghai region, submissions used to be processed at the Shanghai consulate. According to the new regulations, they must now be sent to the Guangzhou consulate for centralized handling. The approval process takes some time, and when you add the round-trip courier time to Guangzhou, the overall duration is longer than before,” Zhu Gang said. The overall impact of this new regulation is that the waiting time for approval of visas for those not traveling to the U.S. for the first time will be extended—from the original 1–2 weeks to about a month.
Additionally, under the new regulations, the visa application process for first-time U.S. travelers has also seen slight changes. “Previously, based on the customer’s passport and ID, we could arrange an appointment first and then prepare the application materials. Now, the application form must be filled out first, and photos must be prepared.” However, the application processing time for travelers remains unchanged, still within 14 working days, and the interview location is still in Shanghai.
Policy Changes Linked to Surge in Tourists
Since February of this year, when the U.S. Embassy in China implemented new visa policies, the number of travelers to the U.S. has increased rapidly.
What are the main relaxations in visa policies for first-time U.S. travelers? “First, the interview time for first-time U.S. travelers has been shortened. Now, from meeting the visa officer to finishing the conversation, it generally takes less than three minutes, mainly involving simple questions like ‘What’s your name?’ and ‘Why are you going to the U.S.?’” Zhu Gang said. The previous 15-minute interview has been significantly shortened. “Also, the time required to schedule an interview has been greatly reduced. Now it only takes 1–2 weeks from application review to interview, whereas before it took over a month.”
“It’s likely because there have been so many recent travelers to the U.S. that the consulate has adjusted its policies,” industry insiders speculate. The background of this new regulation is directly related to the growing number of U.S. visa applicants exempt from interviews, coupled with the peak summer travel season.
Currently, summer travel routes to the U.S. offered by major travel agencies in Hangzhou have been fully booked, while products for the National Day holiday are seeing hot registrations. “Prices this year have risen by 10–15% year-on-year, due to increases in airfare and local ground operator costs. The popularity of U.S. travel is now operating beyond capacity,” industry insiders stated.
