Yesterday, Beijing officially released the "Beijing 2013 Clean Air Action Plan (Including Supplementary Measures) Task Breakdown Table." Seventeen new measures were added to the "2013 Clean Air Action Plan," including "studying stricter time- and zone-based vehicle restrictions" and "intensifying efforts to clean up coal use in urban-rural fringe areas."

　　Implement emergency emission reduction projects for severe air pollution
　　    Zhang Gong, Vice Mayor of Beijing, introduced that the city will improve air quality through seven major projects, including an emergency emission reduction project for severe air pollution: (emergency response for severe air pollution) will be integrated into the city’s unified emergency management system, with a dedicated command center established. Considering pollution levels and duration, the emergency plan will be revised to implement stricter emergency measures. While actively participating in and cooperating with the national joint prevention and control of air pollution and the implementation of the Capital Economic Circle strategy, monitoring connectivity and emergency coordination will be strengthened.
　　    Zhang Gong stated that this year, Beijing plans to reduce the annual average concentration of major air pollutants by 2% on average. The city’s emissions of sulfur dioxide, nitrogen oxides, chemical oxygen demand, and ammonia nitrogen are all targeted to decrease by 2% year-on-year.

　　Will study adding a pollution discharge fee for catering fumes
　　    Yesterday, Fang Li, Deputy Director of the Beijing Municipal Environmental Protection Bureau, introduced that the new "Beijing 2013 Clean Air Action Plan (Including Supplementary Measures) Task Breakdown Table" has increased the previous 52 measures to 69.
　　    The 17 new measures focus on refined urban management while carrying out major engineering governance projects. Key contents include strictly controlling pollution emissions from scattered coal use, formulating the city’s scattered coal governance plan, banning commercial coal burning, promoting environmental governance among districts and townships, shutting down unlicensed illegal operations, and standardizing the transportation and disposal of household waste.
　　    The reporter noted that "studying stricter time- and zone-based vehicle restrictions" and "studying improvements to the management policies for vehicles from other regions used in Beijing" also appear in the new version of the measures.
　　    According to the schedule, a preliminary draft of the plan will be proposed by the end of the third quarter, the plan will be reviewed again, and the final draft for approval will be formulated in the fourth quarter.
　　    In addition, Fang Li said that Beijing will start compiling an urban environmental master plan and will also study adding pollution discharge fees for construction dust and catering fumes, as well as studying improvements to the management policies for vehicles from other regions used in Beijing.
