The "Shenyang Public Sports Facilities Management Regulations (Draft)" stipulates
Public sports facilities must be open for at least 10 hours a day
Stadiums such as the Olympic Sports Center Stadium, Tiexi Stadium, and the municipal-level National Fitness Center... With the successive completion and commissioning of a large number of standardized and modern public sports facilities, legislation on public fitness services has been put on the agenda. On June 4, the municipal government executive meeting reviewed and generally approved the "Shenyang Public Sports Facilities Management Regulations (Draft)," which stipulates that public sports facilities must be open for no less than 10 hours per day. Management units may charge appropriate cost fees but must offer free or discounted access to the elderly, children, students, and people with disabilities.
Gradually build missing facilities in residential areas
The "Regulations (Draft)" state that city and district/county governments should, when constructing new, renovating, or expanding public spaces such as squares, parks, public green spaces, and riverside scenic belts, incorporate public fitness trails, walking paths, hiking trails, and cycling paths based on actual conditions. For new, renovated, or expanded residential communities, corresponding public sports facilities should be planned and built in accordance with national regulations. For existing residential areas lacking adequate public sports facilities, these should be gradually supplemented.
Public sports facilities open year-round
Except during competitions, maintenance, or repairs, public sports facilities must be open to the public year-round, with daily opening hours not less than 10 hours, unless closed due to weather or safety concerns. During statutory holidays and school winter and summer vacations, public sports facilities should appropriately extend their opening hours.
Appropriate facility management fees may be charged
Management units of public sports facilities may charge reasonable cost fees for services provided. Fee items and standards must be approved by the pricing authority, but children, students, the elderly, and people with disabilities should be granted free or discounted access during designated times. All facilities must be open to the public free of charge during the National Fitness Month. Other sports venues and tourist attractions equipped for fitness activities such as hiking and mountaineering are encouraged to offer discounts or free access to the public during the National Fitness Month.
