Starting today, residents can swipe their Chang’an Tong cards early to rent public bicycles and travel around Xi'an with ease. Yesterday, reporters learned that 680 bicycles at 34 public bicycle stations in Xi'an's Economic and Technological Development Zone (ETDZ) have been activated for early rental and return.

The newly opened public bicycle rental stations are as follows: North Gate of Birch Forest Apartments, East Gate of Birch Forest Residences, JINGFA Building, Yuehua Fengcheng Homeland, Mobile Company, Saigao Block, ETDZ Management Committee, Fengcheng 5th Road, Xi’an Communications Institute of Technology, Jiacun Village, Tiandi Times Square, East Gate of Sports Park, Intersection of Simalu and Mingguang Road, South Gate of Birch Forest Residences, Wenjing Park, Capital Land International, Yudao Huacheng, New Government Affairs Hall, Changqing TV Station, Foreign Languages School, North Gate of Sports Park, Zhongdeng Building, Exit Processing Zone Plaza, City Library, Wanhua Garden, Yahua Garden, Coca-Cola North Gate, JINGFA International Club, Kunlun Bank, West Gate of Xi’an High School, South Gate of Sports Park, Wangqian Community, Fengcheng 6th Road, North Gate of Zhongdeng Homeland. The first batch of 34 stations with 680 bicycles has been launched, with other stations to follow in the later stages.
Just a quick swipe to rent a public bicycle
When renting a public bicycle, residents simply need to swipe their Chang’an Tong card on the terminal machine next to the bicycle they wish to use. The terminal will automatically recognize the card information and record the time, and the bicycle will be unlocked for use. The rental period begins when the bicycle is unlocked and is automatically timed by the system. To return the bike, users just need to push it into the lock station and swipe the card again. The system will automatically record the return time and deduct the rental fee from the card. To ensure smooth cycling trips starting today, every bicycle at each station has undergone repeated testing by staff.
Want to ride a public bicycle? Upgrade your Chang’an Tong card now
To ride a public bicycle on the streets, you first need to upgrade your Chang’an Tong card. Residents only need to bring their second-generation ID card and Chang’an Tong card to a Chang’an Tong customer service outlet, register their personal information in person, sign the "Public Bicycle Usage Service Agreement," and pay a 300-yuan integrity deposit to activate the Chang’an Tong bicycle rental function. To ensure normal bicycle rentals, the card balance should not be less than 10 yuan when renting. The 300-yuan deposit is held in a separate account, not included in the Chang’an Tong account balance, and will be refunded when the card is no longer used for rentals.
Public bicycles are free for the first hour
Approved by the pricing department, the public bicycle rental service (within 24 hours)
adopts a cumulative pricing model. The first hour is free, 1–2 hours (inclusive) costs 1 yuan, 2–3 hours (inclusive) costs 2 yuan, and over 3 hours costs 3 yuan/hour (less than one hour is rounded up). The maximum charge within 24 hours is 30 yuan. For rentals exceeding 24 hours continuously, the charges increase daily. That is, 30 yuan for up to 24 hours, 30×2+30=90 yuan for 24–48 hours, 60×2+90=210 yuan for 48–72 hours, and so on.
