A magnitude 5.6 earthquake struck Ibaraki Prefecture, Japan on May 16. The Japan Meteorological Agency stated that this quake was not an aftershock of the Great East Japan Earthquake, and may be a precursor to another seismic event. A direct-hit magnitude 7 earthquake in the Tokyo metropolitan area cannot be ruled out, and the public is urged to always be prepared for earthquakes.

Regarding whether a direct-hit magnitude 7 earthquake in the capital will occur, the Japan Meteorological Agency stated it cannot make a judgment, but added that such an event could happen at any time without surprise. The public is urged to stay vigilant and prepare essential earthquake supplies such as flashlights, drinking water, and dry rations. Travelers with recent plans to visit the Kanto region are also advised to remain alert.
