The activity center in the New Taipei City Martyrs' Shrine complex originally had a café operated under contract, which was reclaimed by the New Taipei City government last year (2013) due to breach of contract and subsequently re-tendered. It was ultimately awarded to "Mom's Mouth Coffee," which gained fame following the Bali double murders case, and officially opened to the public on the 15th.

Civil Affairs Bureau Director Jiang Jun-ting said that the revitalization of the Martyrs' Shrine activity center is a successful case. By providing beverages and light meals through a professional operator, it creates a recreational attraction for tourists and also gives back to local residents. Mom's Mouth owner Lü Binghong stated that to give back to the community, local residents receive a 10% discount on purchases, and it is estimated that 5% of the annual total turnover will be allocated to help disadvantaged groups, along with offering "suspended coffee."

The Civil Affairs Bureau stated that the New Taipei City Martyrs' Shrine is located on the right bank of the mouth of the Tamsui River, facing the left bank of Bali. The spacious, serene complex is shaded by ancient trees and is known as the "Pine Waves of the Martyrs' Shrine," making it one of the Eight Scenic Spots of Tamsui. It often attracts couples to take wedding photos there. Nearby attractions include the Hobe Fort, Peace Park, One Drop Memorial Hall, and Tamsui Golf Course. From the site, one can enjoy views of the border area between Guanyin Mountain and Tamsui, making it an ideal spot for viewing the Tamsui sunset during dusk.
