Civil Aviation Administration Director Shen Qi to Retire in January Next Year; Rumor Says Transport Research Institute Director Lin Zhiming to Take Over

Shen Qi, the current director of the Civil Aviation Administration under the Ministry of Transportation, is set to retire upon reaching the mandatory retirement age in mid-January 2015. Although the official successor has not yet been announced, it is rumored that Lin Zhiming, director of the Ministry of Transportation’s Transport Research Institute, will take over the role.

Lin Zhiming, currently serving as director of the Ministry of Transportation’s Transport Research Institute, graduated from the Department of Civil Engineering at National Taiwan University. He also pursued further studies at the Asian Institute of Technology in Thailand, focusing on Geotechnical and Transportation Engineering, and at the Massachusetts Institute of Technology in the United States, specializing in Civil Engineering. During the time when the Transport Research Institute was still a planning committee, he was involved in major projects such as the Taipei Metro system. He has also served as the Director of the Road Transport Division, the Director of the Maritime Transport Division, and the Director-General of the Highway Bureau, bringing with him a comprehensive academic background and extensive experience in policy and operations related to land, sea, and air transportation.

Colleagues at the Transport Research Institute have noted that during their time working together, they found Lin Zhiming to be a low-profile and pragmatic individual who places great emphasis on leading by example. He also shows a strong interest in aviation and transportation. Whenever he travels abroad for official visits or leisure, he eagerly shares his observations and insights about local airports with colleagues and offers suggestions. Additionally, Lin previously served as the Director of the Maritime Transport Division and as a representative in cross-strait direct flight negotiations, giving him a well-rounded background in shipping and aviation.

The official successor to the position of Civil Aviation Administration director has not yet been formally announced, nor has it been officially approved by the Executive Yuan. Therefore, although there are rumors circulating, everything remains subject to the final official announcement.
