The Central Epidemic Command Center announced on April 9 that there was one new domestic case, bringing the total to 380. This case is a local infection. The Command Center stated that in response to this cluster, a total of 448 contacts have been identified so far, with 24 tested—1 positive (Case 380), 20 negative, and 3 tests pending. After Japanese Prime Minister Shinzo Abe declared a state of emergency in seven regions on the evening of the 7th, Taiwan

Former Japanese Prime Minister Shinzo Abe also responded in both Japanese and Chinese:
"Dear friends in Taiwan,I would like to take this opportunity to express my sincere gratitude for the overwhelming encouragement and support from so many of you in Taiwan. We will surely overcome the challenge of the virus and get through this difficult time together. Japan and Taiwan, let’s keep it up!"

Before the official state of emergency was declared, many people in Tokyo traveled to rural areas and smaller towns, which also caused concern among residents there about whether it might bring the virus with them. Due to the impact of the pandemic, there has also been a surge in panic-buying and hoarding of supplies.

The number of confirmed COVID-19 cases in Japan has exceeded 5,500, with 116 deaths. On April 8, a single-day record of 515 new cases was reported. Although many companies in Japan’s harder-hit regions have shifted to remote work, numerous industries continue operating in an effort to survive. This has led to criticism questioning whether the “state of emergency” can effectively regulate all individuals in these areas, and concerns remain over possible gaps in containment measures.

The situation in Spain is extremely severe, with up to 6,000 new cases being added per day. The total number of cases has surpassed 140,000. Not only has the local unemployment rate risen sharply, but refugees fleeing from Africa to Spain are also struggling to find jobs and are returning to countries such as Morocco, raising concerns about the potential movement and spread of the virus.

The total number of confirmed cases in the United States has also risen very rapidly, approaching 400,000 — the highest among the global total of 1.4 million. The death toll from COVID-19 in the U.S. has surpassed 13,000. New York remains the most severely affected area, with over 80,000 confirmed cases and a cumulative death toll exceeding 4,500.

Regarding the 367 Hubei-returnees who participated in the special repatriation flights on March 29 and 30, their health conditions are stable, and they continue to undergo close health monitoring at centralized quarantine facilities.

Globally, there have been 1,457,987 confirmed cases across 183 countries/regions. The countries with the highest case counts are the United States (423,135), Spain (146,690), Italy (139,422), Germany (103,228), and France (82,048).
