The Central Epidemic Command Center (CECC) announced on March 10 the 46th and 47th confirmed cases of COVID-19 (formerly known as Wuhan pneumonia) in Taiwan. Case 46 (a man in his 20s from northern Taiwan) is a family member of Cases 34 and 41; Case 47 is an imported case from the Netherlands (a man in his 30s from southern Taiwan).

The CECC stated that Case 46 had no recent travel history abroad, lived with Cases 34 and 41, had accompanied Case 34 during hospitalization, and was hospitalized for isolation and tested twice from February 28 to March 3 as a contact after Case 34’s diagnosis. All tests came back negative, and he returned home for home isolation. On March 6–8, Case 46 developed coughing symptoms. During health monitoring, he reported worsening cough, was then advised to seek medical attention, admitted to a negative-pressure isolation ward, and tested for the third time, leading to today’s confirmation. As of now, 447 contacts have been identified in this cluster, with 398 tested—8 positive (Cases 35–38, 41, 42, 45, 46), 386 negative, and the rest still under testing.

Case 47 traveled to the Netherlands for business with two colleagues from March 2 to 5. After returning to Taiwan, he developed a slight fever and dry cough on March 9 and sought medical care the same day. Due to his recent overseas travel and symptoms, the hospital conducted tests and reported the case, which was confirmed today. He is currently in a negative-pressure isolation ward. Based on his activities before symptom onset, overseas infection is more likely. Health authorities will further investigate his itinerary in the Netherlands and continue monitoring the health of passengers on the same flight, as well as his family, colleagues, and healthcare contacts.

As of now, a cumulative total of 14,635 cases have been reported (including 14,149 ruled out), among which 47 have been confirmed (Cases 46 and 47 today), comprising 26 domestic cases and 21 imported cases. Of the confirmed cases, 1 has died, 17 have been released from isolation (Cases 33 and 35 added today), and the rest remain in stable condition under hospital isolation.

The CECC noted that for the Australian confirmed case who had visited Taiwan, 420 contacts have been identified (148 required home isolation), with 44 tested—39 negative, 5 pending. For the Case 39 cluster, 69 contacts have been traced, with 15 tested—1 positive (Case 43), 13 negative, and the others pending.

The CECC stated that according to data from China's CDC and health commissions across provinces, municipalities, and autonomous regions, a cumulative total of 80,754 cases have been confirmed on the Chinese mainland (excluding Hong Kong and Macau SARs), an increase of 19 from the previous day, including 4,794 severe cases and 3,136 deaths. Globally (including Taiwan), there are 32,933 confirmed cases across 103 countries/regions. The highest numbers are Italy (9,172), South Korea (7,382), Iran (7,161), France (1,412), and Spain (1,204). There have been 877 deaths, mostly in Italy (463), Iran (237), South Korea (51), France (30), and Spain (28).

Since the implementation of the Real-name Mask System on February 6, “Real-name Mask System 2.0” will be launched on Thursday, March 12. In addition to existing physical channels such as NHI-contracted pharmacies and health centers, an online pre-order channel has been added. The public can log in via their NHI card or national ID digital certificate, or use the NHI QuickPass mobile app to authenticate and pre-order.

The CECC further explained that the first round of online pre-orders opening on March 12 is in trial operation. It is estimated that about 7 million masks (approximately 2.33 million portions) will be available for pre-order. The purchase system and principles are as follows:

1. The pre-order registration deadline is March 18, with no restriction based on whether the ID number ends in an odd or even digit.
2. Successful pre-order customers will receive a payment notification SMS on March 19 and must complete payment (via ATM, online banking, or credit card) within the specified period.
3. Successful pre-order customers can collect their masks at convenience stores from March 26 to April 1 by presenting their NHI card or the purchase voucher issued by the system (proxies must also present these documents). Failure to collect by the deadline will be considered a waiver.
4. If the number of pre-orders exceeds the supply, a public lottery will be held the day after the registration deadline—not first-come, first-served—so there’s no need to rush to register on the first day.
5. The purchasing principle is the same as for physical channels. This trial only provides adult masks (3 masks per person within 7 days, each mask NT$5).
6. Those using NHI cards or national ID digital certificates for pre-order must have access to a computer with internet and a card reader.
7. Each order incurs a NT$7 logistics fee.

The CECC pointed out that this online pre-order mechanism will allocate mask purchases available from March 26 to April 1, and adjustments will be made based on trial operation results. Those not wanting to wait can still purchase masks through the original physical channels such as NHI-contracted pharmacies and health centers.
