On February 18, 2020, the Central Epidemic Command Center announced that the “Diamond Princess” cruise ship had been designated as an infection zone for novel coronavirus pneumonia (Wuhan pneumonia). All Taiwanese passengers on the ship who wished to return home had to take a chartered flight back to Taiwan as arranged by the Command Center and comply with relevant quarantine measures.

According to Article 58 of the “Infectious Disease Control Act,” the competent authority may implement home quarantine, centralized quarantine, isolation treatment, or other necessary measures for individuals entering from infection zones, those who have been in contact or suspected contact with infected persons, or those who are or are suspected to be infected. Violators may be subject to a maximum fine of NT$150,000 under Article 69, Paragraph 1 of the “Infectious Disease Control Act.”
On February 16, 2020, in Japan — the “Novel Coronavirus Infectious Disease Countermeasures Headquarters” held the first meeting of the “Expert Meeting on the Novel Pneumonia Outbreak,” chaired by Prime Minister Shinzo Abe. Health, Labor and Welfare Minister Katsunobu Kato stated, “There are now cases in Japan where the route of transmission cannot be traced. In response to a potential significant increase in patients going forward, solutions are urgently needed.” The Ministry of Foreign Affairs once again reminds the public to exercise caution when traveling to Japan for business and to pay attention to personal epidemic prevention safety measures.
