To address the ban on independent travel from mainland China, the Tourism Bureau submitted the “Expanded National Travel Incentive Plan for Fall and Winter” to the Executive Yuan on August 1. This fall and winter travel plan introduces four major initiatives to boost domestic tourism consumption and promote the overall development of related industries essential for travel, including food, accommodation, tours, shopping, and transportation.

This subsidy applies regardless of weekdays or holidays—each room for independent travelers is subsidized NT$1,000 per room, with each person eligible for the discount once. This subsidy is also age-inclusive, benefiting everyone. The Ministry of Transportation has allocated NT$3.6 billion, with an estimated 7.68 million trips to be generated, increasing direct and indirect tourism benefits by NT$25.6 billion.

Option 1: Group Travel Discounts: For group tours organized by travel agencies to towns on the main island, offshore islands (Kinmen, Matsu, Penghu), longer-duration trips, stays at star-rated hotels, visits to tourist factories/leisure farms, seniors aged 60 and above, or corporate group travel, the subsidy is NT$500 per person per day, with NT$30,000 per group for groups of 10 or more.

Option 2: Accommodation Discounts for Independent Travelers: Each room is subsidized NT$1,000, with each person eligible for the discount once. Additionally, for trips to offshore islands (Kinmen, Matsu, Penghu), each room is subsidized NT$1,000 regardless of weekdays or holidays, with each person eligible for an extra discount.
 
Option 3: Admission Discounts for Tourist Attractions: Regardless of weekdays or holidays, the Tourism Bureau subsidizes NT$350, with the remaining amount covered by operators. Independent travelers aged 12 and under can enter for free once per person, regardless of weekdays or holidays.
 
Option 4: Subsidies for Travel Agencies, Accommodation Providers, Attractions, or Related Associations to Organize Tourism Promotion Events: A total budget of NT$50 million, with up to 80% subsidy for event costs, and a maximum of NT$1 million per project.

This “Expanded National Travel Incentive Plan for Fall and Winter” combines efforts with the 2019 Towns Slow Travel Year to further stimulate offshore island tourism. It encourages travelers to plan unique local experiences during the fall and winter seasons, spending time with family or loved ones to explore local culture and natural scenery.
