Typhoon Matmo (international name: MATMO), forecast to be at 13.9°N, 104.9°E at 20:00 on October 31—approximately 410 kilometers northwest of Ho Chi Minh City—is expected to weaken into a tropical depression.

A high-pressure system of 1024 hPa lingers over the East China Sea. Due to the northeast monsoon, the northern and northeastern parts of the country will have slightly cool weather, while other regions will also be cool in the morning and evening. There is a large day-night temperature difference in central and southern Taiwan. From October 31 to the morning of November 1, rain is expected in northeastern and eastern Taiwan, with the Central Weather Bureau issuing a heavy rain special alert. Localized short-duration showers are also expected in the northern and southeastern areas, while other regions, as well as Penghu, Kinmen, and Matsu, will be mostly cloudy to sunny, with scattered brief showers in the mountainous areas of central and southern Taiwan in the afternoon.

On the daytime of November 1, there will be brief showers in the northeastern and eastern regions, with localized brief showers in the northern mountainous areas and southeastern parts. Other regions, as well as Penghu, Kinmen, and Matsu, will be mostly cloudy to sunny, with scattered brief showers in the mountainous areas of central and southern Taiwan in the afternoon.
Recent temperatures have been between 22–25°C. Weekend weather is also unstable, with the northeast monsoon slightly weakening on Saturday and better weather overall, although Keelung and Yilan will still have rain.
