This morning, reporters learned from a 2013 spring forest fire prevention briefing held by the Laoshan Scenic Area Administration that the area will carry out spring forest fire prevention work. While promoting forest fire prevention knowledge among residents and tourists, joint law enforcement actions will also be conducted, along with a 24-hour patrol system, to crack down on unauthorized entry into unopened forested areas and illegal or non-compliant use of fire in forest zones. A "double ban" will be implemented — no fire sources are allowed in open areas, and entry into unopened areas is strictly prohibited, aiming to eliminate all illegal and non-compliant behavior.
Currently, the Laoshan Scenic Area has 112,000 mu of state-owned forest land, all classified as a first-level national fire risk zone and also designated as a high-risk fire zone under the State Council’s Forest Fire Prevention Regulations. The area is currently in a forest fire prevention alert period. Since the autumn-winter forest fire prevention campaign was launched by the Laoshan Scenic Area Administration in the winter of 2012, a total of 1,600 staff deployments have been made, and 22 cases (incidents) of illegal or non-compliant behavior have been discovered and dealt with, achieving certain results in forest fire prevention.
It is understood that relevant departments will construct enclosed isolation walls or install warning barriers at mountain entrances, with personnel stationed for monitoring. For those who forcibly enter, warnings will be issued in accordance with Article 52 of the State Council’s Forest Fire Prevention Regulations. In addition, the “Four Unyielding Principles” will be firmly enforced: for those who illegally or non-compliantly use fire in forested areas, non-public officials will be subject to economic penalties or administrative detention under the Public Security Administration Punishment Law; public officials will be dismissed from their positions; leaders who fail to intervene will be removed from office; and any forest fires caused by outdoor fire use, regardless of whether damage occurs, will be strictly investigated.
Wang Lanbo, Deputy Secretary of the Party Committee and Deputy Director of the Laoshan Scenic Area Administration, emphasized at the meeting that the upcoming fire prevention tasks are significant. All member units of the scenic area’s forest fire prevention command should carry out their responsibilities as outlined in the contingency plan, fulfill their respective duties, and effectively manage the investigation, research, handling, and prevention of major risks to ensure solid forest fire prevention efforts.
