The site of the Shaannan Military Commission is located at the former residence of revolutionary martyr Chen- in Group 1, Limin Village, Guotan Township, Nanzheng County. It was established to commemorate the first Long March participant in Hanzhong, Chen-, and the meeting site where the Shaannan Special Committee formed the 29th Red Army: In March 1981, it was
designated as a county-level key cultural relic protection unit by the Nanzheng County People's Government.
Comrade Chen Xiaoping (1905–1935) graduated from Hanzhong United Middle School in 1925. In February 1931, he joined the Chinese Communist Party at Zhoujiaping Primary School. In December, he became a member of the Party branch at Zhoujiaping and a district committee member of the southwest region of the Party. In February 1932, he served as the principal of Zhoujiaping Primary School and secretary of the Party branch. In March, he hosted a meeting at his own home in Chenjiawan where a special envoy from the Shaanxi Provincial Committee of the CCP, Jia Tuofu, attended, and in August, he was elected secretary of the Southwest District Committee of the CCP in Zhizhoubao. In September, Chen?-lun, Secretary of the Shaannan Special Committee, came to his home to jointly discuss the establishment of the 29th Red Army. He instructed his nephew, Chen Ding, to carve a seal reading “Official Seal of the 29th Red Army.” That spring, he actively promoted anti-civil war, anti-excessive taxation, and anti-feudal exploitation and oppression among the masses. He opened grain storage to provide relief, mobilized the public to join guerrilla forces and the Red Army, and effectively expanded the guerrilla zones and armed struggle. His home served as the formation site of the 29th Red Army, an activity base for the Shaannan Special Committee, the Nanzheng County Committee, the military commission, an arsenal, and an important meeting place for the underground Party and the Southwest District Committee. In early February 1935, the Fourth Front Army launched the Southern Shaanxi Campaign. He personally led Party and League cadres along with outstanding laboring masses to join the army and fight in the battle. He was appointed as the political commissar of the Red Army Independent Regiment. When the Fourth Front Army withdrew from Hanzhong, he followed the Red Army into Sichuan on the Long March. Throughout the journey, he demonstrated exceptional bravery and leadership, leaving behind great revolutionary achievements. In early May, he unfortunately died a heroic death during the anti-encirclement battle in Ya'an at the young age of thirty. In December 1957, he was posthumously awarded by Mao Zedong and the Chairman of the Standing Committee.
