It is said that the Tai Shan Temple was built by Li Chunfang, a Jinshi from Xinghua and Minister of Personnel. On January 25, 1941, after the Southern Anhui Incident, the New Fourth Army reestablished its headquarters in Yancheng. On February 27 of the same year, the New Fourth Army headquarters moved into the temple. The main hall served as the operations room of the New Fourth Army Command, where Chief of Staff Lai Chuanzhu worked. The rear hall functioned as the scripture depository. Commissar - and his wife Wang Qian resided in the east and west rooms downstairs respectively, while the central area was a small meeting room. - presided over two high-level cadre meetings of the Central China Bureau here, and Chen Yi also received foreign friends such as Siegfried Sassoon and Robert Rasonet here. In July of the same year, Japanese puppet troops launched the first large-scale "mopping-up" operation in the Yancheng–Funing area, leading to the evacuation of the army headquarters.
