Ping'anbao Township is located in the northernmost part of Changtu County, Liaoning Province. It has 100,000 mu of arable land, a total area of 90 square kilometers, and a population of 20,000, with convenient transportation.

The cultivation of carrots in Ping'anbao Township has a history of over 20 years. The main variety grown is "Kuroda No. 5," introduced from Japan. It is known for its bright color, attractive shape, high nutritional and medicinal value, and is rich in various vitamins. It has the highest content of natural beta-carotene and also offers disease-prevention benefits. When eaten raw, it is sweet and crisp; when cooked, it is flavorful and aromatic. It can also be further processed into a series of products such as carrot juice. The production method largely integrates greenhouse, plastic film mulching, and open-field cultivation. Carrots here are grown without chemical fertilizers or pesticides, using only organic manure. They are non-toxic, pollution-free, and are classified as pure green food and pollution-free vegetables. Their grade meets the national first-class standard and they have been registered under the brand name "Shenbao."

Carrots from Ping'anbao Township are not only well-known in the Siping region but are also exported to cities such as Changchun, Shenyang, and Harbin. Furthermore, they are exported to countries like Japan and Russia through foreign trade channels.

Ping'anbao Township's Shili Village is a specialized carrot-producing village. Out of the village’s 6,500 mu of arable land, 4,000 mu are dedicated to carrot cultivation, yielding 30 million kilograms per year. The village has 40 brokers who annually sell the locally produced carrots to provinces and cities in Northeast China, North China, and even regions in southern China.
